Scope note. This guide helps importers, distributors and established brands prepare a useful factory conversation. It is not legal advice, a market approval or a promise that a product is available in every destination.
Confirm who will contract and manufacture
Begin with the legal entity that will issue the quotation, sign the agreement, receive payment and appear on commercial documents. Then confirm whether the same entity manufactures the goods or uses another facility.
Names and addresses should be consistent enough for the buyer, bank, importer and freight partners to understand the transaction. A brand name or website domain is not a substitute for the contracting entity.
- Legal company name and registered address
- Manufacturing-site name and address
- Business licence or equivalent registration evidence
- Exporting or invoicing entity
- Authorised commercial contact and payment beneficiary
Do not send funds because a logo, email signature or certificate image looks convincing. Reconcile the quotation, contract, bank beneficiary and company identity.
Separate quality-system evidence from product approval
Quality-management or manufacturing-assessment documents help a buyer understand the facility and its controls. They do not automatically approve every formula, strength, bottle or destination.
Ask for the document number, issuing organisation, scope, site address and validity period. Check that the scope is relevant to the proposed manufacturing activity rather than an unrelated service.
- Quality-management certificates and their scope
- Manufacturing or GMP assessment material
- Incoming-material and batch-control procedures
- Filling, coding, packing and release controls
- Traceability, complaint and recall process
Match product files to one exact specification
Product-level evidence is useful only when the product identity is clear. Record the formula version, nicotine strength, base ratio, flavour, container and label version that each file supports.
Depending on the project and destination, a buyer may discuss ingredient information, safety data, certificate of analysis, laboratory reports, emissions or toxicology material, product notification records and packaging evidence. Not every document exists or applies to every product.
- Product specification and ingredient statement
- Safety Data Sheet (SDS) for the relevant product or material
- Certificate of Analysis (COA) tied to a batch or specification
- Available laboratory or regulatory-support reports
- Bottle, closure, leakage and packaging information
- Artwork version and required warnings
A report for a different flavour, strength, bottle or formula should not be presented as if it covers the proposed product.
Build a destination-market gap list
The importer should compare available factory evidence with the current requirements for the exact destination. The result should be a gap list: what is available, what needs updating, what a local applicant must provide and what requires a third party.
This is especially important across the Middle East, where an approval or document route in one country should not be copied into another without review.
- Responsible applicant or importer
- Product and label evaluation route
- Registration, excise and customs responsibilities
- Required language and warning text
- Local laboratory, representative or certification steps
- Renewal and post-market obligations
Agree the commercial and shipment pack
Before production, list the documents expected for the order and identify who prepares, reviews and receives each one. This prevents a late request from delaying clearance or payment.
The final pack may include commercial and transport documents as well as product-support files. The exact list depends on the sale terms, destination, importer and shipment method.
- Signed quotation or sales contract
- Commercial invoice and packing list
- Certificate of origin when required
- Transport document and shipment marks
- Batch or release documents agreed for the order
- Any destination-specific certificate confirmed by the importer
Ask for a document matrix, not an undifferentiated folder. Each row should state the document, product, issuer, owner, due date and approval status.
